It has been a norm for the management of not only Secondary Schools but also primary schools to withhold academic certificates for students over unpaid school fees. Some schools have also been imposing extra levies for certificates that have overstayed in their offices.

It is however good news to parents have for long been forced to cough up the extra levies after the Ministry of Education declared the extra levies illegal.

In circular sent out to County Directors, Principal Secretary Julius Jwan stated that the ministry had and is still receiving complaints from parents on cases of withholding certificates, extra levies and illegal tuition fees.

Through the circular, the Ministry warned secondary and primary schools head-teachers and principals against withholding Certificates, charging extra levies and tuition fees on the certificates.

The ministry declared extra fee levies charged on academic certificates illegal with record to Regulation 44 of the Basic Education Act of 2013 and Section 10 (1) of the Kenya National Examination Council Act of 2012
