The decision creates a headache for Rishi Sunak in his battle with the unions and is likely to fuel demands for higher pay in sectors still threatening to strike.
The government has said rises should be limited to 5 per cent, but in a victory for the teaching unions, the School Teachers’ Review Body has said the education sector needs a bigger increase to keep it on a stable footing.
While the government has yet to disclose the decision publicly, sources said the review body had recommended a rise two percentage points higher than that
